Statewide Property Insurance Program for Texas Client State Agencies

The Statewide Property Insurance Program is tailored to provide State Agencies the ability to transfer the financial burden resulting from property damage and loss to agency assets. Designed with flexibility in mind, the program allows each agency to customize its policy to fully insure currently uninsured and underinsured buildings, personal property, fine arts, electronic and mobile equipment, as well as boiler and machinery coverage.

All SORM client state agencies subject to Chapter 412 of the Texas Labor Code are eligible to participate in this program. Each agency should consider its unique exposures, amounts at risk, and loss history to determine if property insurance is a cost effective risk transfer mechanism.


Procedures to obtain a quote are as follows:

  1. Complete the appropriate Statewide Property Insurance application materials;
    • Statewide Property Insurance Application
    • Statewide Property Insurance Property Schedule (please include information for all property that you wish to insure)
    • Property Loss History or copy of current insurer’s loss runs (3-5 years minimum)
  2. Submit all completed application materials (application, property schedule, and loss history) to:

    State Office of Risk Management (SORM)
    Bonds & Insurance Section
    P.O. Box 13777
    Austin, TX 78711-3777

  3. SORM will review and submit application materials to insurance agent, Wachovia Insurance Services, to obtain quote from insurer, National Union Fire Insurance (AIG).
  4. Upon receiving the quote, SORM will forward to agency for consideration.

It will take approximately 10 days for SORM to process the application, and an additional 30 days to receive a quote, so please allow sufficient time for processing.
