“Ms. Tooley and Ms. Baynard have significantly developed the level of expertise and performance in the Insurance Services Unit,” said Stephen Vollbrecht, Executive Director. “With the addition of these two new highly talented professionals, the unit is now poised to take the next step in its continued development into a world-class insurance program, expanding customer service and enterprise-level risk transfer capabilities for the State of Texas.”

Mr. Parker previously held a position as a Risk Manager with the Office, and returns after serving as the Director of Risk Management and Insurance at Concordia University. As the Senior Insurance Manager for the agency, Mr. Parker will oversee all operations of the Insurance Services Unit. Ms. Santos joins the Office for the first time, after serving as an Account Manager in multiple insurance-related agencies in Texas and Missouri in the last ten years.
