Winter weather storms have created massive liabilities for the State of Texas. Storms affect travel, critical infrastructure, health and safety, and more. It knows no boundaries. Between February 2021 and January 2025, Texas agencies paid a total of $35,967,087 in winter storm damages. You can lessen the impact of the storm’s wrath with a robust preparedness, survival, and recovery plan.

As Winter Weather Watches and Warnings are put in place for the impending winter weather event, SORM would like to offer resources and guidance to help agencies and employees prepare, survive, and recover. As you navigate winter weather, please remember that your leadership staff are also employees, and as such their safety should be considered in accordance with general safety precautions.

Freezing temperatures, power disruptions, hazardous travel conditions, and infrastructure failures have the potential to interrupt essential government services in the absence of a clearly defined continuity framework. We strongly encourage agencies to review their Continuity of Operations (COOP) readiness. Agencies should verify that their COOP is current and leadership and staff understand their assigned roles throughout all phases of a disruption.
